[edit] Overview
The Helic civilization on the moon Ordone is considered to be the oldest living civilization in the galaxy. The Helic species evolved and thrived there for millions of years before finally setting their sights on interstellar travel, mostly as a result of the extremely close proximity of an Antheonic Ring.
Over time the Helics colonized many parts of the Galaxy and put into motion conventions and standards used by many modern civilizations in the present day. Additionally, the Helics serve as ambassadors for new civilizations and peace keepers for existing ones. Amidst their success and good will, however, factions within the civilization are splitting over the philosophy driving Helics and civil war is breaking out between the Inversities and Puritans social groups.
Depleted resources, delicate stabilization of a "free range" government, hostile interaction with the Arrqs, civil war and pressure from their long-term Highlord Alliance to assist Kelos in their own squabble with Rannella, the Helics are in the most unstable position they have ever been. Relying on their own history of higher thinking and advanced technology they are struggling to keep things secure in a society that is steps from chaos.
[edit] Worlds
The Helis System is a trinary system named after it's largest star, Helis. The other two are smaller and younger: Debanon is a small and somewhat cold star and War is a small even colder and young star. They are widely placed throughout the star system, but even still the unpredictable and rather volatile gravitational fields from the three stars creates a hostile environment for most planetary bodies. As a result, only three planets have managed to stay inside the star system through the past 3 or 4 billion GY.
Enance is the closest to Helis and has been stripped of its atmosphere leaving a hot and uninhabitable surface. Helics have mining operation there, but no permanent colonies. Isitias is second in line from Helis but closest to Debanon. It is the only gas giant in the star system and has settled in a rather gravitationally friendly orbit. Any offset from War is balanced by Debanon and it is still close enough to Helis to keep a standard elliptical path around it. Also Isitias has several habital moons where the bulk of Helic civilization exists. Monica is a frozen world in orbit of War and is remote enough it does not get wrapped up in the gravitational influence of Helis and Debanon. The Helics have some outposts there but it is not generally good for permanent habitation.

The Helis System and its colonies fall under the administration of the Ancient Collective which is a volunteer organization that runs the day-to-day operations of the Helis government. Helic society is a Libertarian Socialist state that does not acknowledge hierarchy of state or individual whether it be political or economic. The loosely-knit organization is the culmination of thousands of years of a scientific approach to government. The overall implementation means that individuals choose to serve the Collective on a temporary basis performing services needed within the government. When they are not serving, individuals contribute to the social system with whatever skills they possess.
A person's position in Helic society is determined early on in education and individuals are encouraged to proceed in fields that they show interest and strength. The Collective may delegate individuals to certain tasks when there is need or imbalance, but generally it administrates the specific logistics around everyone providing for everyone else.
[edit] Legal System
Although ideologically Helics ought not need a legal system because all members of society should contribute equally based upon their own talents and needs, reality does not lend itself to that. While Helics are generally peaceful among themselves and through thousands of years of cultural evolution are far beyond many other civilizations when it comes to laws and crime, there are still disputes and they still must be handled by a legal system.
The cultural system demands that Helics allow a certain amount of autonomy from the society but also maintains that the society is ultimately overrules the needs of the individual if there is conflict. Therefore, if an individual takes more than what is needed, harms the rights of another individual or violates terms the society has agreed upon then there is legal action. This legal theory then does not put a mandate on the state to punish an individual, but rather pulls them individual from the society altogether. This process is administered by Opinion Collectives.
Opinion Collectives are really an extension of the Ancient Collective, but are smaller administrative bodies segmented by population. Like the rest of the Collective model, members of the OpCol (as modern Helics refer to it) are appointed temporarily by volunteers in a particular legal district as determined strictly by population quantities. If there are not enough volunteers to serve a particular term than the existing OpCol appoints well-bodied members. If there are too many volunteers than those with the longest terms are discharged. In rare cases where there are more pending volunteers than sitting members, the whole OpCol is replaced with new members based upon order of application receipt. Such trends are generally considered healthy for districts as it was clear the old OpCol was not sufficiently fulfilling the philosophy and/or needs of the district.
This system is built so that there is no campaigning or arbitrary partisan appointments. All members who volunteer for OpCol will eventually be able to serve and if appointed, the fickle nature of the constantly changing group will not allow for politics. OpCol volunteers serve a term of 2 Galactic Years unless recalled are reappointed if a simple majority demands such an action. Anyone can serve OpCol again and immediately if the need is present, but their application is put in the back of the list like everyone else.
All Helics are trained in the three major administrative aspects of OpCol early in education so that each and every Helic is qualified to serve (this is also true with the Ancient Collective). The three operative branches of OpCol are: Seer, Defender and Affiliate. In a tribunal they take on similar roles as judge, defense and prosecution, relying upon the Seer to interpret both common law and Ancient Collective Opinion (active legislation). Those found in violation of opinion may be appointed to serve another part of society that better fits their needs. If there is no possibility for reassignment they can be put into reformation programs or ultimately banned from society altogether.
